Beware of Unethical Practices at Foothills Apartments

I had a very disappointing experience with the management at Foothills Apartments in San Jose. I toured an apartment and noticed the plumbing under the kitchen sink was rusted. I simply asked if it could be replaced before moving in, and they said they’d get back to me.

After submitting my application and paying the non-refundable application fee, I received a call from Jackie, who told me they were denying my application because they “aren’t fixing anything in that apartment anymore.” When I said it was fine and to proceed with the application, she suddenly started questioning my income, demanding excessive proof—two years of tax returns and other unnecessary documents. Instead of calculating income based on gross earnings, as is standard, she accused my husband of not working full-time (which is completely false—he is a full-time employee).

To make matters worse, they also obtained copies of our Social Security cards, which is illegal in California. It became clear that they were looking for any excuse to deny our application after taking the fee. This feels like a scam designed to collect as many application fees as possible.

I strongly urge anyone considering this place to be cautious. I will be reporting this to HUD and seeking legal advice. Rental applications should be handled fairly—not used as a money grab.
