A current resident at Vista Brooklyn in Jacksonville Florida

Owners have taken over and it’s only getting worse.
I've lived at Vista for 2 years now and have seen it go for decent to disgusting. I've gone through 3 property managers in the short time. The tours have a certain route, those are the only areas “maintained” and at that its not great, VB used to be advertised as "LUXURY LIVING" and now is "DISTINCTIVE LIVING" the floors are disgusting, see floor 5 and 8. The walls are disgusting, see Pool area and halls of 5,8,9. The floor is called no mans land because of the smell and dirtiness. Don't forget to look at the stairwells, you will certainly cross throw up and dog urine a crazy amount of dirt and dust and trash. The loading/unloading dock is full of dog urine. The dog park is seldom used because it has worms and gives puppies eye infections, it happened to my dog when she was alive. The coffee fancy coffee machines are generally out of service. If you tour, try to look at more of the property than the tour. The pool view is amazing, but don't be fooled, notice the very few and damaged loungers and tables, notice the dirty grounds and mold on the few lounge chair head rests. On the weekends you’ll find people using their own beach chairs and the pool water bubbling up. The electrical wires had been hanging over and near the water for 2 weeks. Now the tension wires are hanging. The interior hall walls were to be painted 2 years ago every week for just as long. The floors were to be re-done last year. There was a massive leak near the main elevators that affected most floors. They are still pending a paint job. The garage elevators have cracks at the connection joints.
The new management team has been here for a few months and 3 have quit. The new manager is all words and on a power trip, with empty promises. She deflects the blame, and does little to solve issues. You will pay a premium price for a premium dirty apartment. Also, many units have mold.
There were 63 units available when we broke our lease. When we moved in there were 13. We will be out end of month. With that many units there is likely no budget for maintenance. Please remember, we’ve been told all the promises you will hear.
I asked for a non penalty fee to leave this place. After that last hurricane and vehicles being stuck in the garage because of faulty electrical equipment and a down generator, we decided to leave. My mental state is at risk here. It is not safe, cars are being left in blocks, the pool was advertised as heated and salt. It is not. They heat juuuuuust enough to say it is, but not warm enough if it’s not 90• and again, it’s not salt. The elevators are expired, and when my husband got stuck in one for over 20 minutes , they didn’t believe him. It was stated that they were inspected, but they are still expired, so that’s another lie. The assistant manager, has numerous people over partying, well above the 2 person guest limit. Yes, there is a 2 person guest limit. The management blames the old management company, but doesn’t admit their own doing. Btw the new management are the owners, not sure why the previous management couldn’t get the owners to approve the maintenance. This my honest opinion, I can’t justify paying $2500 for a 2/2 in such a dirty atmosphere. The manager asked me to give her 8 months and it will be great again. I told her I couldn’t do that. Here are some recent pictures to show you some of these issues. The first picture is mold on the ceiling of a hallway. In my opinion, this has been a terrible experience for. “Luxury Living”

My complex was a great place to live until Capital Square Living took over. CSL - please check your voicemail for more details on the issues I describe in this review. Management twice gave me key information about my lease renewal and then went back on it. This first time was in writing so they could not deny it and they apologized but did not honor it. The second was over the phone with the assistant manager who later straight up lied to me and denied saying what she said. The manager listened to the recording but rather than apologizing for the error, she refused to confirm or deny that I was given false information by the assistant manager. She said “legally I don’t have to confirm anything that was said.” They also sent an email about renewals well after the 60-day mark to give notice, but allegedly the renewal options were “technically available in the portal” earlier than that and the email was “simply a courtesy.” I will update this review if CSL is able to properly address this issue.

FRAUD AND CONTEMPT FOR TENANTS
I previously represented a tenant residing at Misty Ridge Apts. in Woodbridge, Va - a property managed by Capital Square Living. They engage in a fraudulent billing scheme which is brazenly contemptuous of tenants' rights. They characterize older alleged charges as "current charges" (which is false) and label them as "utilities" (no matter the nature of the alleged charge). Utilizing this scheme they attempted to evict the tenant I represented and obtain a financial judgment four times larger than the alleged debt. During this eviction process they never truthfully stated the actual nature or amount of the debt they were seeking to collect. Instead an Asst. Manager and the attorney for Capital Square filed legal documents seeking eviction and a monetary judgment stating "under penalty of perjury" that blatantly false and absurd charges (for trash) were "true and correct". The eviction action was withdrawn only after I challenged it.
After withdrawal of the eviction action, Capital Square offered no apology, indicated they had done nothing wrong, and stated the tenant owed $187.03 for numerous "utility" charges incurred in June and July of 2023, when the property was under prior management. Their attorney presented a portion of a ledger as support for this. However this was clearly bogus. Most of the ledger items with the identical amounts had been included in the tenant's June and July 2023 bills and timely paid by the tenant.
Perhaps realizing this false claim had some fatal flaws, Capital Square provided a new rationale for the alleged $187.03 debt in response to a complaint filed (and published) with the Better Business Bureau. They stated the entire $187.03 was due for unpaid renter's insurance (liability waiver) going back more than two years. We provided proof that the tenant has continuously had private renter's insurance since 2018. Prior management had been advised of such, said they would fix the billing error, but apparently never did.
But wait, there's more. A truthful and accurate accounting of Capital Square's claim should be provided in the monthly "Balances Due" statement issued to the tenant. That current statement says $187.03 is primarily due for "Eviction Fees" (you know, the eviction that never happened) and the remainder for a failure to pay current charges for "trash" from April - Aug. of this year [false again].
Wildly different claims attempting to collect the minor sum of $187.03, and the willingness to go so far as to fraudulently attempt to evict the tenant and seek a financial judgment many times larger than this amount. This behavior involved not just incompetence, but was illegal, petty and malicious. An honest and decent company would not do this.
Capital Square Living's website indicates it manages properties (and thousands of rental units) throughout the Southeastern U.S. and Texas. The tenant I formerly represented surely cannot be an isolated case. How many others?

My partner and I put in a maintenance request for our dishwasher and we were able to get everything resolved today thanks to Frank and Hunter, our CSL technicians. They both were in and out of our apartment numerous times to make sure we had a functional dishwasher. Both Frank and Hunter went above and beyond to make sure our dishwasher was replaced in a timely manner. They carried our dishwasher themselves up and across the top floor of our apartment. If it weren't for these guys, we would have been waiting weeks for a new dishwasher. CSL is lucky to have them!

The rent renewal process has been far from smooth. In addition to it being a messy process (which we’re still waiting to be resolved), our rent is increasing by $200+ per month. This is an incredibly high increase and it is unreasonable to want every apartment unit to be at “market rate” (that’s the reason that was given to us for the increase). If rent were to increase because of improvements to the property like a functioning package room, for example, we could understand somewhat of that rent increase. But aggressive speed bumps that damage cars, an added brick walkway in the entrance, and doors in the clubhouse (these are all projects that have happened since Capital Square took over management) are not improvements and definitely not worth over $200 more per month.

While the Canopy at Ginter Park front office staff are incredible to work with, the Capital Square Living takeover of management has resulted in worse communication, less access to community events, and a higher increase in rent.

Truly I would give 0 stars if I could. NEVER EVER EVER consider this place for your residence. The place it's self is so great but I've never had a worse experience in my 6 years of renting than I have had with the 2 months of Capital square. I've have 2 interactions with them and all I can say is they do not care about the residents AT ALL, truly never met anyone with less regard for people. Would highly recommend not giving them your money.

this place is a joke as well as the people that they employ. Non one answers the phones, or emails. The employees in the rental office just try to shoo you away with any concern. I will not be renewing my lease with this company! STAY FAR, FAR AWAY
